...from his sighting above, we can see he is holding a book with a puffle on it. Hmm. Has puffles got anything to do with what's he's planning next? As an EPF Agent, I am warning you, keep on alert for Herbert's attack!

Wow! That was a surprise! I wasn't expecting to see Herbert in the Halloween Party Trailer. Anyway, what ever Herbert is up to, we'll defeat him! Keep on guard!

I think Herbert P. Bear is going to attack on the november party because if you go on the club penguin membership website and you scroll down you will see something that says about a new piffle coming to club penguin. So i think Herbert's plan is to learn more about the new puffle coming to club penguin so he can use it to attack the island and if you don't believe copy this and put in your address search tab and paste it there and you'll see./Users/hilaria/Desktop/Screen Shot 2013-10-13 at 12.04.44 PM.png
